Spanish Government blocks the formation of a new Government in Catalonia.

A new focus of tension between the governments of Spain and Catalonia has increased rapidly.

NBI News consulted the opinion of the UN High Commissioner for Human Rights on this issue, but to date it did not receive a response.

The situation is the following:

Quim Torra has been elected president of Catalunia last week, but to be able to leave decree 155 (Control of local government of Catalonia from Madrid)
government must be formed.

In practice this means that Torra designates all the new Catalan ministers and that this be published by the Government of Spain.

It is precisely this last situation that is not met:

The Government of Spain refuses to publish the appointments of the new ministers in the official gazette, an indispensable requirement for decree 155 to be automatically annulled and Quim Torra to govern as president of Catalunia
